2024 Finance Law: the Environment Sector is coming on Board

_A capacity-building workshop for MINEPDED staff responsible for the administrative and technical supervision of Environmental and Social Management Plans (ESMPs) took place in Yaounde on Thursday 13 June.

This session, slated to take place on Thursday 13 and Friday 14 June at CIDE, falls within the framework of the partnership agreement between the Nachtigal Hydro Power Company and the Ministry of Environment, Protection of Nature and Sustainable Development, signed in January 2023 and covering support for NHPC in implementing its ESMPs. It is the second of its kind, following that of May 2023.

The context of this new session can be summed up by two main points:
-Presidential Decree No. 001/CAB/PR of 30 August 2023 to continue strengthening environmental taxation in line with Cameroon’s international commitments, and to excecise duties to certain products with negative effects, such as construction materials.

-The inclusion of the Attestation of Compliance with Environmental Obligations (ACEO) in Law 2023/019 of 19 December 2023 on the Finance Law of the Republic of Cameroon, which introduces annual application and renewal fees for the ACEO.

It is therefore necessary to ensure that these new provisions are properly understood by all those involved in the monitoring chain, and to examine the implications of the inclusion of the ACEO in the 2024 Finance Law for the strengthening of environmental protection.


The participants, drawned from the MINEPDED staff, are deeply involved in the monitoring and follow-up of projects that have undergone an environmental assessment and are subject to the issuance of the ACEO. Their assiduity is geared towards working efficiently by incorporating the new context explained above.
